The United Arab Emirates and Bangladesh have more capacity under construction than sitting at earlier stages. Everywhere else the announced pipeline is larger than the build, and in four markets it is more than twenty times larger.
What the ratio is and is not
It is a count of what public datasets record today, not a forecast. A high ratio is not a judgement about a country: a large announced pipeline can mean an ambitious programme early in its life just as easily as it can mean a queue that does not clear. The Philippines at 121.6 GW announced across 616 records and the United Arab Emirates at 0.3 GW across 36 are different markets doing different things, not one performing and one failing.
What the ratio does is tell a financier which question to ask. In a market at 0.1x the work is refinancing and operations. At 29.7x it is finding which of several hundred announcements has land, grid and an offtaker, because most will not reach a bank.
The reason to trust the arithmetic
The catalogue holds 6,767 published records, each naming the public dataset it came from. Where a source does not publish a capacity, the record contributes nothing to these totals rather than an estimate. No project here carries a registered capital requirement, so nothing in this table is dealflow and nothing is a recommendation about any project.
Countries with fewer than 30 records are left out, and five markets record no capacity at any stage, so they do not appear.
